Module Learning Objective

prepare clear, proportionate information for an authority

1. Regulatory Concept & Core Standards

This video's topic is preparing information for an external report. By the end, you should be able to prepare clear, proportionate information for an authority. We will connect the information available, the criterion guiding the decision and the action that must be recorded. Follow the case and compare your answer with the proposed response. The Whistleblower Protection Office, prosecutors and administrative authorities have different powers. Reporting, advice, protection applications and statistics use their own procedures. The course does not assume that every company must submit the same annual return.

A useful communication describes facts, dates, participants, knowledge sources and relevant documents. Distinguish observation from suspicion. The author need not complete an investigation and must not obtain information unlawfully. Content and identification requirements depend on the chosen procedure.

Apply the following rule: The Act accommodates anonymous reports; the section 11 register does not require an anonymous person’s name and residence. Someone later identified may meet protection conditions. Section 10(7) protects the identity of both the reporting person and the person concerned. Written consent and lawful provision for criminal or administrative-offence proceedings have specific conditions. Do not promise absolute unidentifiability.

2. Practical Implementation & Procedure

Prepare a chronology and list of lawfully available documents. Explain the work-related connection where relevant. Check anonymity rules and required fields. Redact unrelated data where appropriate while preserving integrity and the ability to clarify. Before sending, confirm recipient and secure contact method. Before moving on, turn this procedure into a sequence you could explain to a colleague. Identify the first check, the action that depends on its outcome and the record that allows the decision to be reconstructed. Follow the sequence on screen and identify the point where an error would change the result.

3. Case Study & Compliance Action

A draft includes payments and unrelated colleagues' medical information. The person reviews attachments and selects only material supporting the concern. The account states knowledge limits without claiming certainty about who authorised the transaction. Now read the case carefully. Separate established facts from information you would still need to confirm. Do not add motives or events that have not been described. This distinction matters when choosing a response proportionate to the information available.

The exercise is as follows: Do more attachments always make a report more useful? Choose an answer and write one sentence explaining it. During the pause, compare your choice with the criteria we have just considered. Also think about the material you would retain to explain the decision later.

No. Relevance and integrity matter. Excessive data may expose people without helping the authority. Organise pertinent information, explain its source and state uncertainties without inventing conclusions.

One mistake to avoid is: sending unrelated sensitive information to appear more convincing.

Now apply the national rule to a second decision. The form requires a name and identity document although it promises anonymity. What must change?

Align the functions and user information. Do not require unnecessary identification. Check attachments and indirect identifiers too. Explain anonymity and confidentiality, restrict access, and assess existing data by legal basis and necessity. Do not promise absolute anonymity.
