Module Learning Objective

carry out an acceptance and launch plan for the channel

1. Regulatory Concept & Core Standards

In this video we will consolidate a skill: carry out an acceptance and launch plan for the channel. Use the case to test what you would do in a similar situation. We will explain the proposed response step by step so that you can understand each choice and recognise when more information would be needed. Setting up a channel involves people, procedures and technology. The platform supports operations, but the organisation still needs clear decisions on responsibilities, information protection and follow-up. This course covers preparing the service before receiving real reports.

An acceptance test confirms that the service works from end to end. It must cover submission, receipt, access, replies, cover arrangements and closure. Include anonymous and identified routes as applicable, and check that unauthorised people cannot gain access. A real report must not serve as the first test of the process.

Apply the following rule: Internally, acknowledge within seven calendar days of receipt. Give information on follow-up within three months of acknowledgement or, without acknowledgement, expiry of the seven-day period. Externally, ANI acknowledges promptly and within seven calendar days, subject to the statutory exceptions. External feedback is due within three months of receipt, or six months in justified cases. Article 17 requires communicating the outcome to the reporting person and the person concerned within five days after examination ends. Feedback is distinct from concluding the investigation.

2. Practical Implementation & Procedure

Create fictional cases, specify expected results and record observations. Check mobile access and access for users without the intranet. Simulate an absence and a conflict of interest. Correct failures, repeat the affected tests and approve the launch. The campaign must explain the service's purpose, use and protection without promising automatic outcomes. Before moving on, turn this procedure into a sequence you could explain to a colleague. Identify the first check, the action that depends on its outcome and the record that allows the decision to be reconstructed. Follow the sequence on screen and identify the point where an error would change the result.

3. Case Study & Compliance Action

During a rehearsal, an email notification displays the reporting person's name in its subject line. Although platform access is restricted, the subject may appear in on-screen notifications. The team replaces it with a neutral reference and confirms that the recipient still understands that they need to sign in. Now read the case carefully. Separate established facts from information you would still need to confirm. Do not add motives or events that have not been described. This distinction matters when choosing a response proportionate to the information available.

The exercise is as follows: Should the channel launch with a known confidentiality flaw because the campaign date has already been announced? Choose an answer and write one sentence explaining it. During the pause, compare your choice with the criteria we have just considered. Also think about the material you would retain to explain the decision later.

No. Correct the flaw and test the correction. The launch plan must include acceptance criteria covering information protection and response capacity. Internal communication must reflect the service's actual availability.

One mistake to avoid is: considering a test sufficient merely because it confirms that the form accepts a message.

Now apply the national rule to a second decision. The platform uses a fixed 90-day period for every country, starting when someone opens the message. Can this setting be retained?

Not without validating the local rule. Use the correct starting event and unit, distinguish acknowledgement from follow-up and allow only permitted extensions. Test receipt outside working hours, month-end dates and the responsible person's absence. Opening a message does not automatically change the legal date of receipt.

National Legal Framework: Legea nr. 361/2022, transposing Directive (EU) 2019/1937 of the European Parliament and of the Council on the protection of persons who report breaches of Union law.
